What is the best value out there for advertising a web business?

I really find it daunting trying to advertise, or promote a web business, with so many options out there. How do I know what is the best value for my advertising bucks?

I use ipowerweb.com…..94 dollars a year and you do not need to know html to build it..they have site building tools…This fee included free domain registration and all….once you set up a site..you have to register the domain..then you also have to submit the site to all the search engines..which there is a search engine submittal tool included in this plan…
